How this GMDSS learning resource checks its claims

A transparent method for deck officers and students to distinguish binding requirements from manuals, recommendations and study notes.

GMDSS requirements come from IMO, ITU and flag administrations. Documents can contain binding requirements, recommendations or guidance; check the status of each statement and who it applies to.

Read the source by legal status

Material How it is treated here
SOLAS and STCW Treaty and Code requirements for their stated scope; check the applicable amendments, ship/voyage scope and flag implementation.
IMO/MSC resolutions Identify what was adopted, its effective date and whether it amends a binding instrument or sets a performance standard.
IMO circulars, manuals and model courses Normally guidance or training material; do not label it a mandatory rule unless an applicable instrument gives it that status.
ITU Radio Regulations and Recommendations Use for radio-regulatory and procedural matters within ITU’s remit; verify the current edition and national application.
Flag, company and equipment instructions Check them for the named ship and installation; do not generalize one vessel’s procedure to every ship.

How a page is checked

  1. Define the claim and the conditions that can change its answer: vessel status, voyage, area, flag, fitted equipment and date.
  2. Locate the controlling instrument or current official IMO/ITU entry, then check amendments, revision and effective status.
  3. Separate the binding rule from explanatory guidance, manufacturer instructions and educational simplification.
  4. Check whether ship-specific approval, national implementation or an equipment manual is needed to complete the answer.
  5. Write the summary with the document identifier and date close to the claim; revise or remove it when an official source is superseded.
What the available files mean
Existing GMDSS course materials and reference files help identify useful training topics. They are not treated as a complete, current IMO/ITU corpus or as authority for legal claims. Topics are checked against official IMO, ITU and administration sources before publication; where current full text is not publicly verifiable, the page should say so rather than imply a clause-level check.
